Why Is a Grade A Fire Alarm System Essential for HMOs?

For anyone letting a House in Multiple Occupation (HMO), fire alarm compliance is not optional. Councils and licensing officers routinely check the grade and category of installed system, and a wrongly-specified alarm is one of the most common reasons a licence is delayed or refused. This article explains what Grade A means, why HMOs typically need it, and what a compliant installation actually looks like.

The two standards that matter: BS 5839-6 and LACORS

BS 5839-6 is the British Standard for fire detection and alarm systems in domestic premises. LACORS guidance (published in 2008 and still widely referenced by local authorities) sets out what specific grade and category applies to which type of property. Larger HMOs, houses converted to bedsits, and shared houses over two storeys almost always fall into the Grade A category, with an LD2 or LD1 coverage level.

Grade A vs Grade D — the practical difference

A Grade D system is essentially interlinked mains-powered smoke alarms with battery backup — the type installed in most single-family homes. A Grade A system is a purpose-designed fire alarm with a dedicated control panel, manual call points, sounders and detectors, all wired to a monitored circuit with battery standby. The panel logs faults, allows silence and reset, and can be zoned so responders know which floor is in alarm. That extra capability is exactly why councils require it for shared living.

Category LD1, LD2 and LD3

Category dictates coverage. LD3 covers escape routes only (landings, hallways). LD2 adds detectors in specific higher-risk rooms (kitchens, lounges). LD1 covers every room where a fire could start. For most large HMOs and bedsit conversions, Grade A LD2 is the typical baseline; higher-risk properties or building conversion arrangements often push up to LD1.

What a compliant Grade A install includes

A typical Grade A HMO install features: a listed fire alarm control panel in a supervised location (often the entrance hallway); manual call points at every final exit; interlinked optical smoke detectors on all escape route ceilings; heat detectors in every kitchen; sounders sized to achieve 65dB at bed head in every bedroom; and appropriate cable — fire-resistant enhanced cable such as FP200 Gold — on a dedicated mains supply with battery standby.

Commissioning, certification and log book

The system must be commissioned to BS 5839-6, with a completion certificate that identifies grade, category, coverage, panel type, and the installer's competence. A logbook stays on site for the landlord and any managing agent to record weekly test button checks, six-monthly service visits and any faults. Missing paperwork is one of the most common reasons a fire officer flags a compliance failure.

Common mistakes we see on existing HMOs

Domestic-grade interlinked alarms in a licensable HMO (needs to be Grade A). Battery-only detectors mounted on landings with no mains supply. Non-fire-resistant cable dropped through communal spaces. Sounders in corridors but not audible in every bedroom. Missing manual call points. Panels wired off a shared lighting circuit with no independent circuit protection.

Refurbishment and existing property

You can retrofit a Grade A system into most existing HMOs without a full rewire — we route cable via lofts, cupboards and dado containment where possible, and make good afterwards. Where we can't hide cable, we use surface-mount white containment sized to match existing skirting.

Ongoing maintenance
